PM Approach:
The Contractor shall follow project management methodologies that are consistent with the Project Management Institutes (PMI) Project Management Body of Knowledge (PMBOK) Guide. Furthermore, the contractor must follow the processes and hybrid project lifecycle prescribed by the ADS EPMO. Deliverables are described in part in the grid below.
Contractor shall be responsible for managing all PM activities recognized in the EPMO project lifecycle (Project Process | Enterprise Project Management Office and will produce project deliverables according to same, using Azure DevOps and Microsoft Office
Description:
Organize and archive project artifacts in the State designated document repository.
- Project Schedule: Create and maintain an updated Project Schedule using the prescribed project scheduling tool to reflect activities, dependencies, milestones, start and end dates, assigned resources, and percent of tasks completed to ensure project milestones and deliverables/outcomes are achieved. Ensure/Participate in weekly updates to the Implementation Master Schedule with Implementation vendor.
- Project Status Report: Provide detailed project status reports using the States Project Management Tool.
- Risk/IssueManagement: Maintaining the M&O RAID (risks, actions, issues, decisions) log.
- FacilitateProject Activities: Facilitate and manage all project activities including the States procurement process.
- Stakeholder Analysis: Produce/update stakeholder register
- Meeting Facilitation: Facilitate project meetings including but not limited to risk/issue review meetings, status meetings, backlog grooming sessions, release planning meetings, change review meetings and other meetings upon request. Produce agendas (24 hours before) and minutes (24 hours after).
- Track Project Financials: Create/Update project budget records. Enter updates with actual expenditures for financial/budget tracking purposes.
- Decision Log: Track project decisions
- Action Item Log: Track project action items
- Change Management: Work with the IT Manager(s) and State governance committees to ensure impacts from changes to scope, schedule, budget, risk, or resources for any particular project are reviewed and understood before a change is undertaken, and that any such changes are formally accepted using a State approved Change Request Form. Track project changes in approved software.
- Deliverable Matrix: Track all project deliverables by use of a deliverable approval matrix.
- Conduct Lessons Learned: Conduct lessons learned activities and produce lessons learned report.
- Project Closeout Report: Produce Project closeout report
The Responses will be evaluated based on the following:
- Expertise in managing projects using a hybrid approach of waterfall and agile best practices
- Experience with managing large Government IT projects
- Experience with childcare IT solutions preferred
- Experience with managing projects for system replacement and/or upgrade
- Experience balancing the need for system customization with system maintenance and sustainability
- Ability to manage projects with phased implementations, multiple business units, vendors, and consultants.
- Considerable knowledge of business analysis methods and application of those methods
- Project Management Professional (PMP) Certification Required.
- Government experience Required.
