Description:
BACKGROUND AND PURPOSE
Currently, technology division oversees a range of custom-coded software programs that handle essential Human Resources (HR) functions. These applications have been developed over time and are hosted on servers within the network. aims to consolidate these various applications into a single, modern cloud-based platform. This consolidation is expected to improve the user experience for employees and achieve efficiencies through better integration, data quality, and automation.
comprehensively discover, define, and document the current (as-is) HR processes employed across . The contractor should then identify areas for improvement, particularly where technology acts as a bottleneck, and create future (to-be) processes which can be enabled by a new, consolidated HR technology platform
interested in discovering, documenting, and defining the current As-Is processes for all Human Resources (HR) functions. HR functions also include recruitment, scheduling, timesheets, hiring and employee onboarding and offboarding processes.
- Perform a thorough evaluation of the current processes, policies, and procedures for HR functions, including interactions with Professional Standards, Fiscal Services, Training, Fire Protection, Equal Employment Opportunity (EEO), and Information Technology, and including an examination of current recruitment, hiring and employee onboarding processes.
- Examine and evaluate the fundamental HR operations , pinpointing areas of difficulty, identifying bottlenecks, and conducting a gap analysis to identify areas in need of improvement.
- Interview HR hiring managers, personnel specialists, position control analysts, stakeholders from other divisions with close interaction with HR, and end-user employees and conduct user research by soliciting feedback from a representative sample of employees about their preferences and concerns within the organization.
- Capture the existing workflows, policies, processes, procedures, roles, legal requirements, and responsibilities in documentation.
- Evaluate the current functionality of the existing HR IT systems and how they are tested by the program teams.
- Engage with the organizations stakeholders to establish future state processes for the designated functions.
- Conduct an examination of all the organizational charts, generate a new master organizational chart in an electronic format (specifically, a structured spreadsheet converted into a database) for CAL FIRE’s future use.
Mandatory Staffing Qualifications
- A minimum of five (5) year’s total of experience in Agile/Waterfall Project Management methodologies, showcasing a demonstrated ability to formulate project plans based on SOW. Strong leadership skills in leading meetings, defining clear expectations for project staff setting deadlines, and ensuring the successful attainment of project objectives.
- Demonstrated experience in documenting best practices, processes, and possessing excellent communication skills. Strong analytical and problem- solving skills, ability to analyze data, trends, and business processes to identify opportunities for improvement. Business analysis experience is highly recommended.
- Familiarity with government industry best practices and current trends in business analysis.
