SCOPE OF WORK:

BACKGROUND

The Agency of Digital Services (ADS) Enterprise Project Management Office (EPMO) is seeking project management support for an IT project in partnership with the Agency of Human Services. The Department of Mental Health (DMH) is in need of an Electronic Residential Care Management solution that meets program needs and includes residential management. The work will be done in a joint effort with internal staff, state IT staff and a third party vendor providing implementation support. Vendor selection and entering the implementation/execution phase is expected in early 2025 The scope of this SOW RFP is to perform project management activities for the project through its execution. Currently an 8 month implementation timeframe is estimated requiring 10 to no more than 20 hours of support per week.

EXISTING TECHNOLOGY ENVIRONMENT

This is a new undertaking without a current robust technology solution.

REQUIREMENTS:

For this request, knowledge requirements include:

Project Management:

  • 6 years as PM
  • Expertise in managing projects using a hybrid approach of waterfall and agile best practices
  • Experience with managing large Government IT projects
  • Experience with childcare IT solutions preferred
  • Experience with managing projects for system replacement and/or upgrade
  • Experience balancing the need for system customization with system maintenance and sustainability
  • Ability tmanage projects with phased implementations, multiple business units, vendors, and consultants.
  • Considerable knowledge of business analysis methods and application of those methods
  • Project Management Professional (PMP) Certification required.
