Position is 100% remote, out of state candidates do not need to relocate. The contractor will use their own computer equipment. They will create a VDI instance to log into to do their work. 

This position will be assigned to a large software design, development, and implementation project to replace the existing Vocational Rehabilitation, Older Independent Blind, and Business Enterprise Program computer systems. The Conversion Lead will coordinate with the RSA Design, Development, and Implementation (DDI) Contractor in direction of the RSA Project Team for data conversion related responsibilities. 

Job Duties

• Manage a team of RSA conversion analysts in successful extraction, purification, transformation and loading of Vocational Rehabilitation, Older Independent Blind, and Business Enterprise programs data to the new replacement system.
• Manage RSAs responsibilities in the definition of the conversion requirements and design of the RSA interfaces.
• Participate with the DDI Contractor in conversion and interfaces risk assessment, planning and mitigation options and actions.
• Assist the Independent Verification and Validation (IV&V) Contractor with gathering data to support their assessment of the conversion and interfaces efforts.
• Assist the DDI Contractor with scheduling meetings to ensure attendance of RSA staff at conversion design sessions.
• Assist the DDI Contractor with scheduling RSA staff and External Stakeholders at interfaces design sessions. 
• Monitor the progress of all RSA staff assigned to conversion and interfaces tasks and provide work plan updates.
• Participate in the analysis and mapping of the System7 legacy data to the replacement system database fields
• Participate in the analysis and design of the RSA interfaces.
• Facilitate resolution of conversion and interfaces issues that result from data validation, transformation, and purification requirements.
• Facilitate creation of conversion and interfaces use cases and associated test scripts.
• Assign conversion and interfaces testing tasks and monitor the progress of RSA staff in the completion of their state responsibilities.
• Monitor RSA assigned conversion and interfaces action items and decision requests to ensure timely completion.
• Review conversion and interfaces test results and monitor defect remediation.
• Plan and oversee test data conversion loads to UAT, Operational Readiness Test (ORT), and Production environments.
• Coordinate interface UAT and ORT testing with external Stakeholders.
• Review and ensure compliance of the DDI Contractor conversion and interfaces deliverables.
• Assist Implementation Activities.
• Research and help resolve interfaces and conversion Tier 3 Help Desk Calls.

Knowledge and Skills

• Working knowledge of the methodologies, techniques and tools for conversion and interfaces, requirements confirmation, quality assurance and software testing.
• Understanding of business processes for government benefits eligibility determination and payment of services.
• Knowledge and experience configuring and using Extract, Transformation and Load (ETL) tools.
• Excellent interpersonal, written, and oral communication skills.
• Working knowledge of Microsoft Project and the ability to provide schedule progress updates.
• Ability to facilitate work sessions with up to 20 people in attendance. 
• Demonstrated ability to monitor multiple work assignments and accurately report progress.
• History of completing assignments by assigned deadlines.
• Ability to work independently and in a team environment
• Ability to translate and explain technical concepts and documentation to nontechnical staff
• Preemployment Requirements
• Bachelors Degree and 10+ years of experience performing information technology related work.
• Successfully led at least one successful data conversion effort for transition to a new business application.
• Successfully led design, development and implementation of complex web based and batch file interfaces. 
• Employee shall obtain and maintain a valid level one fingerprint clearance card that meets DES for a Level One card pursuant to Arizona Revised Statute 411969. 
• Successfully pass background and reference checks.
