OA-ETSO - 100% telework but must PA resident that could possibly commute to Harrisburg for meetings. 

This position includes administrative, management and professional work for directing the implementation and management of high-priority, high-profile Commonwealth enterprise-wide information technology projects and SME support. This position is responsible for managing OA/OIT sponsored projects of strategic importance. Such projects require coordination with multiple organizations involving stakeholders from OA/OIT, Commonwealth Delivery Centers, agencies, and the business partner/vendor community. 

The position reports to the Division Chief of the ETSO Project Management Office and will also interface regularly with the other commonwealth positions such as, but not limited to, Delivery Center and agency CIOs, CTOs, IT managers, project and portfolio managers, IT Governance and affiliated sub-committees as required. 

The Project Manager will be responsible for managing multiple complex ETSO projects simultaneously and for reporting the status of assigned projects to the Division Chief of the ETSO Project Management Office, the Chief Technology Officer and ETSO Executive Team escalating issues/risks as appropriate. The Project Manager has full accountability for the projects he/she manages. 

The Project Manager will work with the other ETSO managers, staff, and designated project managers or technical leads to promote the use of project management best practices and ensure all projects in the portfolio are managed following those practices. Technical and Commonwealth of Pennsylvania experience as well as Project Management and ITIL Foundations certifications are preferred.

Required Skills:

  • Business, Technical or integration consulting
  • Experience Managing large scale initiatives
  • Experience working with a PMO

4-year college degree or equivalent technical study with advanced study

Highly Desired Skills:

  • Project Management Certifications
