The NC Department of Health and Human Services seeks a contractor resource for the NC FAST (Families Accessing Services through Technology) to serve as Infrastructure Modernization Project Manager to provide project management for migrating to Cloud. This position desire prior experience in Migrating from On-prem to Cloud using cloud infrastructure on IaaS, PaaS, and SaaS solutions. The Infrastructure Modernization Project Manager will orchestrate, coordinate, and deliver IT projects for DHHS NC FAST and be a point of contact during the project for all aspects of the engagement. This resource must have the ability to prepare analysis and associated documentation for production support of cloud and internal infrastructure enterprises, and must be able to work independently on multiple tasks in a highly dynamic environment with strong customer service skills, teaming skills and the ability to collaborate within a cross functional organization. Role is responsible for regular status reports. This position will work in a fast-paced enterprise-level environment requiring exceptional written, verbal and presentation skills in English.

Responsibilities include but are not limited to: authoring all project management artifacts following the practices and guidelines from the PMIs PMBOK or Scaled Agile, helping develop project budget/resource/ timeline planning, monitoring expenditures, and ensuring that project plans and schedules are established and maintained. Responsibilities also include conducting formal presentations, coordinating with all project stakeholders, ensuring that appropriate project controls are instituted, and helping develop status documents and Federally required documents as requested.

Required Skills

  • 7 years of Strong organization and analytical thinking skills with experience preparing Project plan for complex business needs.
  • 5 years of Experience with development of business/functional requirements, RFIs, RFPs, Federal level reporting documentation and systems analysis.
  • 7 years of Strong hands on experience with tools like MS Project, MS Excel, MS Word, MS PowerPoint, and SharePoint.
  • 5 years of Demonstrated experience working on multiple priorities and/or projects simultaneously without impact to quality of work.
  • 5 years of Strong experience using facilitation and communication skills with both technical and non-technical audiences.
  • 5 years of Experience in business planning, human services program management, project management, and experience in multi-platform environments.
  • 5 years of Strong experience using risk and business impact analysis and reporting skills.
  • 5 years of Demonstrated experience in gaining buy-in and support from stakeholders.
  • 5 years of Experience managing, maintaining, and analyzing data to derive meaningful and actionable insights about the program/project.
  • 5 years of Demonstrated experience using effective leadership, interpersonal and conflict resolution skills.

Highly desired skills

2 years of

  • Strong experience with Cloud migrations/DevSecOps and implementations.
  • Jira experience with tracking, monitoring flow and reporting.
  • Experience understanding and practicing Agile values, principles, and practices (i.e., Kanban, Scrum).
