The North Carolina Department of Transportation (NCDOT) is seeking an Expert C# Web Application Developer with proven Project Management skills for a 12 month engagement.  This position will be responsible for application development as well as managing client requests, business requirements, and all aspects of the SDLC.  Candidate must have strong application architecture, design, and development skills.

This position leads Business owners in the translation of customer requests into technical request and user stories; coordinates software release schedules with the Business and Technical Team, develops business requirements, helps facilitate change management documentation, and provides testing and training support. This individual will be knowledgeable in all aspects of business analysis and have a strong understand of Agile and SCRUM methodologies. This individual must have proven experience with enterprise level software development programs. 

Responsibilities: 

• Collaborate with IT management and business users to translate business requirements into user stories for development 
• Serve as the primary application developer on the project.
• Sprint and release planning as required.
• Analyze, define, and document requirements for data, workflow and business processes 
• Coordinate with clients to re engineer business processes as needed
• Consult with clients to prototype, refine, test, and debug applications and processes to meet needs 
• Provide quality control for program and project deliverables

Required skills:

• Experience as a Product Owner, Business Analyst and Expert Developer in an agile environment 7 Years
• Expert in C# Web Development using MVC, SQLServer, Javascript 7 Years
• Experience using Azure DevOps for Agile Application development and deployment. 7 Years
• Planning and management skills, including scope estimating, budgeting and resource allocation procedures. 7 Years
• Strong written and verbal communication skills, including ability to explain business processes to IT users and IT applications to business users. 7 Years
• Excellent interpersonal, organizational and presentation skills. 7 Years
• Proven experience writing clear and concise documentation 7 Years
