BACKGROUND/PROBLEM STATEMENT

The PA Bureau of WIC (PA WIC) is moving away from sole source procurement to competitive Request for Application (RFA) to contract delivery of WIC services to service providers (Local Agencies) selected through a competitive application process. PA WIC must create an RFA to solicit service providers and coordinate with outgoing and incoming Local Agencies to ensure that transitions are timely and do not negatively impact services to eligible Commonwealth citizens.  To better achieve stated goals, a dedicated Project Manager is needed to participate in all parts of the RFA process, included but not limited to drafting RFA documents, as well as properly planning, coordinating, and overseeing all IT and non-IT activities required for the potential multiple transitions.

 

OBJECTIVES OF ENGAGEMENT

The primary objective of this engagement is to serve as a project manager for the WIC Local Agency Transition project:

  • Lead, coordinate, and participate in all activities related to drafting and finalizing the new competitive RFA.
  • Lead and coordinate all Local Agency transition project activities.
  • Develop and carry out a governance structure for the project.
  • Facilitate communication and information exchange needed for key transition activities between multiple stakeholders.
  • Document workflow processes, stakeholder ownership, and key decision points and share with executive leadership.
  • Make recommendations on project process improvement initiatives
  • Maintain and report project status. 
  • Facilitate business decisions for achieving successful transition of services from outgoing to incoming Local Agencies.
  • Lead the completion of the project in partnership with HHSDC and PA WIC.

OPERATIONAL REQUIREMENTS

The selected contractor must be familiar with a variety of the project management methodologies and rely on experience and judgment to plan and accomplish goals. They will have proven experience in leading projects to successful implementation and building consensus. They consult with the client to define needs or problems and analyze problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. The Project Manager will coordinate identification of requirements, analyze available and implement agreed solutions, and oversee and track all activities from start to finish ensuring that the project is completed on schedule and that the final project meets business, technical, and established contractual requirements. 

The contractor will be required to:

  • Manage and track the project progress against the project schedule. 
  • Manage contract compliance during the transition period.
  • Monitor project milestones and take corrective action as needed to ensure the project stays on schedule.   
  • Plan, organize, prioritize, and manage multiple work efforts across the transition teams. 
  • Notify transition leads of project timelines, milestones, target dates, and approved transition plans and schedules via status reports. 
  • Schedule or monitor status reviews, project management inspections, and quality assurance and process reviews with the appropriate stakeholders.  
  • Build and maintain relationships with key stakeholders and customer representatives. 
  • Serve as a contact for project-related issues and resolution.
  • Coordinate all Local agency transitions with appropriate staff resources.
  • Give presentations as necessary. 
  • Identify and manage project risk, develop risk mitigation strategies, and track to closure. 
  • Coordinate the establishment of project standards and project specific procedures with team leads. 
  • Ensure project compliance with HHSDC standards and procedures. 
  • Develop and facilitate achievement of project service commitments.  
  • Ensure that tasks provide value and support the strategic direction of the project. 
  • Balance workload with project members' capacity. 
  • Plan, coordinate, and conduct training and orientation sessions.
  • Complete weekly project status updates in Daptiv
  • Provide weekly personal status reporting by COB Friday submitted on SharePoint.
  • Establish or leverage an existing project site in SharePoint; review existing documentation.
  • Schedule project status weekly meetings.
  • This position will include reporting to PA WIC stakeholders, Bureau Director, DOH ITM and HHSDC CIO. 

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS

This position requires a high degree of skill, leadership, ability to take initiative, and dedication. Ability to ramp up quickly and perform independently is essential. Familiarity and experience with programs and issues relative to health and human services is considered helpful.

Required Skills

  • 7 years of Experience with formal project management methodology

Highly desired skills

  • 4 year college degree or equivalent technical study with advanced study
  • Project management experience in government sector
  • Business Analyst Experience

 

  • Project Management or work related experience in the WIC/SNAP program
