Currently Public Health has a full time state employee as Rhapsody Developer and one CAI contractor for all Division health data integration work.  The full time state employee has resigned effectively on November 2nd, 2021.  Due to large amount of electronic laboratory reporting from healthcare facilities for COVID-19 and all other reportable diseases, as well as health data integration work, there is a need to enhance the Public Health Informatics workforce. Development/Enhancement of Rhapsody code for health data integration processes for multiple external and internal data reporting systems.  This resource is needed due to an existing critical backlog of needed Rhapsody development work. Without additional development staffing, within the DHHS-DPHS Informatics team, critical projects are unable to move forward to meet business and partners needs assigned to the tasks. 

 

Responsibilities include:  

  • To perform Rhapsody development for handling data coming in from hospitals and labs, the distinct mapping and routing and transformation of data content including data going out to the various in-house and off-site systems and applications. 
  • To review and improve the existing coding process and provide mentoring to the in house developers.
  • To assist the Department with developing automatic message validation processes.  
  • To design and review of detailed functional specifications, system specifications, and program specific actions to be taken by the software to meet requirements and business needs.  
  • To prepare documentation to the appropriate level of detail to requirements definition, analysis and design.
  • To participate in multiple programming activities and projects adhering to the current SDLC process.  Activities shall include analysis, coding, testing, debugging, implementation, and documentation.  
  • Strong knowledge of and experience with Rhapsody and be able to take source to target mappings and be able to code independently.  
  • Should be able to understand the scope of the work and ask clarifications and escalate to the right leads in case of issues delays. 
  • Experience in troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc.
  • This position is expected to work as full time (37.5 hours per week). May need to work off-hours on the weekend for problem resolution or issue implementation. 

Required Skills

4 years of

  • Rhapsody Development Experience
  • Experience reviewing and improving the existing coding process and providing mentoring to in house developers
  • Experience developing automatic message validation processes
  • Design & review of detailed functional & system specifications, and program specific actions to be taken by the software to meet business requirements
  • Experience preparing documentation to the appropriate level of detail to requirements definition, analysis and design.
  • Experience in programming activities adhering to full SDLC process. Includes analysis, coding, testing, debugging, implementation, and documentation
  • Rhapsody experience taking source to target mappings and coding independently
  • Experience troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc

Highly Desired Skills:

  • Rhapsody development experience specific to data from hospitals & labs, and the distinct mapping, routing and transformation of that data content
  • Experience with electronic lab reporting (ELR) or surveillance information systems
  • Building HL7 and PHIR based interfaces using various tools to include Rhapsody and/or Informatica
