• To be considered, candidates MUST HAVE extensive Electronic Laboratory Reporting (ELR) experience, as well as extensive experience working with HL7 message formats specific to hospital and commercial labs. ***Experience working with COVID-19 data in relation to ELR would be VERY beneficial for this role***
• Due to the increasing amount of electronic laboratory reporting (ELR) from healthcare facilities for COVID-19 and all other reportable diseases, there is a need to enhance the Public Health Informatics workforce, and improve surveillance and reporting of electronic health data.  customer implemented Informatica to perform health data ETL process.  This resource will bring in technical solutions using HL7 expertise for enhanced hospital ELR messages to improve data sharing with a focus on workplace staff and trainings needed to participate in COVID-19 messages and general ELR reporting activities. 
• This resource is expected to provide an ELR onboarding work plan for each individual healthcare facility, and to provide NH-specific COVID-19 ELR and non-COVID ELR companion guides.  
• This resource is also expected to participate in a functionalities mapping between Rhapsody and Informatica.

•            To serve as the ELR HL7 Subject Matter Expert providing technical solutions and assistance support to lab and hospital ELR onboarding and to enhance the ability to report COVID-19 testing results.

•              To provide ELR onboarding work plan for each individual hospital lab and attend meetings and discussions with state holders. 
•  
•             To work with internal programs to understand business needs, external partners (labs and hospitals) to identify technical requirements, and IT staff to advise ETL processes implementation. 
•  
•             To review and provide technical assistance and guidance on HL7 message mapping format and standards, and to evaluate mapping functionalities between Rhapsody and Informatica.
•  
•             To draft, review and complete companion guides for COVID ELR and non-COVID ELR. 
•  
•             To participate in multiple programming activities and projects adhering to the current SDLC process.  Activities shall include team meetings and processes around analysis, coding, testing, debugging, implementation, and documentation.

•             Strong knowledge of and experience with Rhapsody and/or Informatica and be able to take source to target mappings and be able to code independently.  
•  
•             Should be able to understand the scope of the work and ask clarifications and escalate to the right leads in case of issues delays. 
•  
•             Experience in troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc.

Required Skills

• 4 years Experience serving as the ELR Subject Matter Expert providing technical solutions and assistance for labs and hospital ELR onboarding
• Experience creating ELR onboarding work plans and companion guides related to ELR
• Experience working with ELR data/reporting specific to COVID-19  -Highly desired
•  Experience working directly w/hospital & commercial labs regarding HL7 message formats, transmission & lab reporting preparation.
• Wkg w/internal programs to understand bus. needs, labs & hospitals to ID technical requirements, & IT staff to advise ETL processes implementation.
• Providing technical assistance & guidance on HL7 message mapping format/standards, evaluating mapping functionalities between Rhapsody and Informatica
• Experience troubleshooting and resolving database integrity issues, performance issues, blocking and deadlocking issues, etc
• Experience mapping HL7 into Rhapsody or Informatica
