This is a senior level technical resource with specialized knowledge in geospatial technologies and services provided by Department of State (DOS). The Department of State, the agency responsible for the development, maintenance and administration of the SURE system, is currently engaged in an effort to modernize the SURE system. The new SURE system will be geo-enabled: it will leverage the use of address points and county-based precinct GIS map layers in the statewide voter registration system.

The resource must help employ data standardization and  other considerations necessary to create a statewide GIS map layer and address point database, supports governance activities for data sharing and service delivery, project assignments associated with this position involve a wide variety of business operations and development and deployment technologies

Position Duties:

1. An organized structure for data management
2. A common map coordinate system used by all counties within the state
3. The GIS precinct layer boundary aligns with the statewide county boundary layer
4. The layers include a defined standard attribute name for the precinct name and code
5. A unique precinct layer file name is used for identifying the county within the state
6. The precinct file is generated and delivered in GeoJSON or Shapefile format
7. A mutually agreed format is established for map layers to be output from each counts local GIS system
8. Perform requirements gathering and documentation
9. Develop and present mapping application design concepts 
10. Configure and maintain address verification and geocoding services
11. Configure ArcGIS software and database based on requirements and approved design concept
12. Follow the software development lifecycle methodology
13. Adhere to enterprise processes (i.e. Incident, Change, Release)
14. Complete documentation and deployment procedures
15. Deploy software configuration throughout multiple environments (i.e. staging, production)
16. Develop test scripts, test, and coordinate user acceptance testing across team members
17. Anticipate, identify, track and resolve software configuration issues
18. Work with necessary personnel to determine if modifications are needed
19. Work with team members to ensure solution meets business requirements
20. Determine time estimates and schedule for software quality review work and conduct reviews according to schedule
21. Work with team members to ensure solution meets business requirements

Required skills:

• 12 years of subject matter expert knowledge on ArcGIS software architecture functionality, components, database, and design
• 10 years of experience with ArcGIS configuration and implementation in an enterprise environment
• 10 years of working with software developers in a team environment
• 10 years of requirements gathering and documentation
• 8 years of Microsoft Office knowledge  ability to create documents, spreadsheets, project plans
• 10 years of Knowledge of tools unique to GIS including ArcGIS, ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS, ArcSDE, ArcGIS extensions, ArcGIS API
• 10 years of Knowledge of file geodatabases and spatial data concepts.

Highly desired skills:

• 4 year college degree or equivalent technical study
• Ability to work with multiple team members in a fast paced work
• Excellent communication skills  oral and written
• Knowledge and understanding of software configuration, software development methodology, best practices, principles, and techniques

Nice to have:

• Knowledge of Visual Studio, SQL Server, and Windows Server environments.
