The engineer has the responsibilities to determine the need for statewide equipment and services contracts as well as to execute the technical portion of the solicitation process from specification development to evaluation and recommendation. Network Engineering and Cloud Services Engineering also has a role in developing demands and expense forecast for budgets/rates. Team members manage vendor contracts and serve as a senior tier of technical support for trouble resolution associated with networking technologies.

This key position is responsible for the planning, design, and implementation of enterprise and agency specific networking solutions. This position works with other network and the Security team to expand enterprise solutions, explore, and implement new technologies. The position supports the Service Owners and Product Specialists in formulating solutions to issues confronting the agencies and institutions of NC State Government. In this capacity, the engineer assists in the development of detailed designs, technical and financial proposals, statements of work, and implementation plans. This position participates and often leads in the lifecycle management of Networking Services. This position will lead service improvement plans by supporting and championing the Continual Service Improvement (CSI) efforts and processes. 

The position will also lead the technical aspects of developing requirements for contracts for equipment, software, services and maintenance. When in the process of bringing new services to market, the engineer may be required to act in a project management role for the initial deployment. Extensive interaction with DIT clients is required as well as periodic interaction with outside vendors, both on state contract and in emerging technologies. Understanding of operations and infrastructure technical management, process development, training, and delivery assurance with a focus on building and deploying integrated technology solutions based on customer business needs is a requirement. The engineer will routinely act as a consultant to management in the review of polices, operations, and controls associated with the suite of networking technologies and services. Additionally, the position is responsible for participating on project teams focusing on network infrastructure systems to ensure information technology issues are addressed. In this role, the position will develop implementation and deployment plans and coordinate with agencies before and during the execution of the plans.

 The person needs a strong background in configuration, use and management of Ethernet protocol (IEEE 802.2), VLAN design and management, and TCP/IP.

  • Expert knowledge and experience with WLAN protocol (802.11) and IP telephone including VoIP, QOS support, and data security.
  • In-depth understanding and experience of the TCP/IP OSI Seven Layer Model.
  • Expert knowledge of Spanning Tree Protocol(s), server load balancing, ACLs, and Layer 2/Layer 3 switching required.
  • Expert knowledge of fiber optic wiring methodologies and cat5e termination standards.
  • Demonstrated ability to prepare technical specifications, design and fabricate network component parts, diagnose and resolve computer network operation problems, and work with other technical personnel in negotiating situations.
  • Demonstrated ability to evaluate communication needs and vendor equipment and specify methods and equipment to meet these needs.
  • Presentation of ideas, concepts, project requirements, and design specifications verbally and in writing.
  • Hardware: Experience with all Cisco L2/L3 switching products, Nortel L2 switching products, Cisco routers;
  • Software: Cisco IOS & Cat OS, Windows OS, ,major RMONII supported probes and network analysis tools from Network General, CiscoWorks, CiscoSecure, Nortel SwitchManager, Spectrum, and other Web-based Reporting tools.
  • Thorough understanding of multi-tiered Service and Operating Level Agreement management.
  • In-depth understanding with network and application operation and definition within the OSI model including IP, TCP, UDP, and ICMP. Knowledge of IP addressing, subnet masking, and routing protocols such as OSPF, BGP and static routing.
  • Project Management experience and the ability to build project plans and assign timelines to tasks.

Considerable knowledge of the principles and practices of computer and telecommunications network concepts including host to host communications, routing, switching, load balancing, layered network security and network management;

  • In-depth knowledge of Enterprise WAN Quality of Service design based on Differentiated Service QoS model
  • In-depth knowledge of Spanning Tree Protocol(s), server load balancing, ACLs, and Layer 2/Layer 3 switching required;
  • Presentation of ideas, concepts, project requirements, and design specifications verbally and in writing;
  • Thorough understanding of multi-tiered Service and Operating Level Agreement management.
  • Project Management experience and the ability to build project plans and assign timelines to tasks
  • ITIL foundation knowledge and experience;
  • Strong customer service and support skills;
  • Expert knowledge of Cisco Enterprise WAN and Data Center networking technologies;
  • Hardware: Experience with all Cisco Catalyst & Nexus switching products, all ISR & ASR Cisco router products, Cisco ASA & Sourcefire products, F5 load balancer products, & Ciena optical products.
  • Software: Cisco IOS, XE, XR & Cat OS, major RMONII supported probes and network analysis tools
