Description:

Classification – Senior Project Manager

Experience: This classification requires a minimum of seven (8) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.

And Education: This classification requires the possession of (a) a bachelors degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the Request for Offer (RFO) process. Additional qualifying experience may be substituted for the required education on a year for  year basis. The PMP certification is required and may not be substituted with additional experience.

TASKS

Prime Vendor Contract and Technical Project Management Tasks

    • Track the Prime Vendors Design, Development, and Implementation (DDI) performance to plan.
    • Monitor all Prime Vendor plans and plan components, including schedules, for progress against plan, Prime Vendor compliance with contractual obligations, plan modifications and effective integration of the Prime Vendor plan components.
    • Continuously monitor, assess, and evaluate the Prime Vendors processes, procedures, controls, key deliverables, and other artifacts of the Prime Vendors performance for appropriate quality attributes, including as applicable, effectiveness, contract compliance, adherence to applicable standards, traceability, consistency, completeness, and accuracy.
    • Develop and maintain a management “dashboard” using metrics of the Prime Vendors performance encompassing cost, schedule, quality, risks, and issues to highlight items needing management attention or action.
    • Work collaboratively with state project management and project stakeholders to ensure that review, evaluation, and monitoring of the Prime Vendors technical activities are conducted in a coordinated manner and that management of issues and risks is coordinated at the project level.
    • Facilitate communication between the Prime Vendor, ITD, and PRD in the planning, tracking, and completion of technical implementation tasks throughout the solution implementation and rollout.
    • Assist in planning, managing, and ensuring the execution of technical implementation or software development activities to align with the IT standards, policies, and best practices established by the SOS.
    • Assist the Prime Vendor with tasks for system training and work with the SOS, CARS external stakeholders, and Electronic Filing Software Providers in conducting and completing the Integration Testing and User Acceptance Testing to include at a minimum Functional Testing, Interface Testing, Performance Testing, Load and Stress Testing, and Availability Testing.

General Project Management Support Tasks

    • Develop Monthly Status Reports detailing accomplishments attained during the prior month. The reports will list task descriptions and updates for the work completed including due dates or deadlines if appropriate.
    • Support the project management team with its ongoing review and approval activities related to the planning, tracking and completion of each of the vendors program increment design, development, and implementation tasks.
    • Assist CARS team and prime vendor as needed with subject matter expert outreach that may be required for both data cleansing & validation activities and data migration readiness and migration tasks.
    • Assist with preparation and presentation of weekly and monthly project status reports, executive steering committee meetings, as well as other project status documentation needed to present project progress towards completion.
    • Assist with development of ad hoc briefing documents, reports, and presentations to assist CARS project management with SOS executive briefings, control agency briefings, and legislative hearings.
    • Assist in managing team communications involving the collection and dissemination of project information.
    • Assist with responses to and resolution of Independent Verification and Validation (IV&V) and CDT Project Oversight findings.
    • Ensure all project recommendations by project contractors are analyzed, evaluated, and implemented or provide analysis and reasoning as to why recommendations should not be implemented.
    • Assist with ongoing Agile management tasks and meetings.

Requirements Management Support Tasks

    • In conjunction with the Requirements Manager, PRD, and ITD, assist with the planning and coordinating of the outcomes of each of the multiple agile design development teams to ensure efficient development and release of each program increment.
    • Build strong collaboration and relationship amongst technical and functional stakeholders to understand business objectives and translate requirements into solutions.

Change Control Management Process Tasks

Lead, facilitate, and track all the projects change control management processes as described in the projects Change Control Management Plan, including:

    • Change Request Submission and Initial Review
    • Change Request Detailed Analysis and Review
    • Change Request Submission of Approval
    • Change Control Board (CCB) Evaluation and Disposition

Related activities include the gathering of initial Change Request estimates, scheduling and facilitation review meetings, scheduling, and facilitation of the CCB meetings.

    • Work with SOS staff, prime vendor, and or external interface partners to assess, analyze, and vet potential impacts and risks associated with proposed change requests.
    • Review and evaluate Change Requests for any technical dependencies and ensure they are tracked with decisions and audit trails.
    • Update Change Control Management Plan on a quarterly basis to reflect current processes.
    • Provide knowledge transfer to state staff of change control management processes throughout the project lifecycle

Project Management Plans and Artifacts

Develop and or coordinate updates to the CARS project management plans and artifacts. This includes but is not limited to:

    • Project Management Plan
    • Communications Management Plan
    • Implementation Management Plan
    • Maintenance and Operations Plan
    • Special Project Reports (as required)
    • Post Implementation Evaluation Report (PIER) Draft

Prime Vendor Deliverable Review and Tracking Tasks

    • Facilitate review among project team and other stakeholders of the prime vendors Deliverable Expectation Document (DED) submissions to ensure that it identifies the requirements for scope, schedule, cost, and that it contains acceptance criteria that is comprehensive, relevant, verifiable, and at the appropriate level of specific detail.
    • In collaboration with the SOS Contract Manager, establish and facilitate a detailed deliverable review and tracking process for the review and acceptance of DEDs and deliverables, including identification of who is responsible for the review and approval and the timeframe for acceptance.
    • Facilitate, coordinate, and monitor activities among the CARS Project business technical subject matter experts (SMEs), third party vendors, business partners, and stakeholders to ensure adequate and timely review of solution development implementation deliverables (and other work products) to ensure they are per design specification and project requirements objectives.
    • Establish and facilitate deliverable review meetings as needed.
    • Participate in the review of the prime vendor deliverables to ensure they adhere to the acceptance criteria as outlined in the DED.
    • Assist with required updates and re submission of DEDs and deliverables with the Prime Vendor.
    • Assist in coordination of DED and Deliverable Acceptance Document (DAD) approval signatures.

Periodic Lesson Learned Identification and Tracking Tasks

    • Coordinate and update periodic milestone lessons learned reports.
    • Monitor and validate that knowledge transfer to state employees occurs continuously throughout the project lifecycle.

Unanticipated Tasks

    • Perform as needed tasks (such as ad hoc reports, briefings, presentations, and analyses.)

Mandatory Qualifications

  • Three (3) years of experience within the last ten (10) years leading and managing various project team sizes on large and complex IT system development projects. 
  • Three (3) years within the last ten (10) years of experience with either agile or hybrid agile software development processes used to develop or implement an automated solution.
  • 3Two (2) years of experience in the last ten (10) years developing and or facilitating review and approval of project management plans and deliverables for large and complex IT system development projects for government agencies.
  • Three (3) years of experience within the last ten (10) years facilitating change control management processes in large and complex IT system implementations for government agencies.
  • Two (2) years of experience within the last ten (10) years assisting with converting and migrating legacy data on a large and complex IT system project.
